Winterbrook teamed up with ECONorthwest to develop the City’s Economic Opportunities Analysis, Housing Needs Analysis, Buildable Lands Inventory, Public Facilities Plan and UGB expansion alternatives analysis and craft an overall growth management strategy for the City of Grants Pass.
Ontario Long-Range Planning
Winterbrook prepared an update of the Ontario Comprehensive Plan, which included a new policy framework for managing development within the Malheur River riparian area and floodplain.

Corvallis Natural Features
Winterbrook led the Corvallis natural resource and natural hazards planning project for Oregon land use planning goals 5 & 7.
Prineville Natural Features Update
Winterbrook conducted a comprehensive inventory of Goal 5 resources (scenic rimrock and Barnes Butte, stream corridors, wildlife habitat and wetlands) and Goal 7 hazards (floodplains, rock fall areas, steep slopes, dry washes) and worked closely with Crook County GIS to map each resource site / hazard area.
Damascus Natural Features Inventories
Winterbrook led a multi-disciplinary team of planners and scientists in the inventory of Oregon Land Use Goal 5 resources and Goal 7 hazards.

Columbia Children’s Arboretum
Winterbrook is assisting NNA Landscape Architecture with environmental documentation and permitting for trail and shelter improvements at the Columbia Children’s Arboretum.
Lusted Hill Corrosion Control Facility
Winterbrook led land use and environmental permitting tasks for treatment and distribution facilities on the Lusted Hill site in Multnomah County.
