Winterbrook was hired by the Astoria City Council to facilitate a large-scale expansion of a critical regional hospital in Astoria within a complex code environment including design and historic review overlays.

Working as contract staff planners, Winterbrook worked closely with city staff and the hospital’s design team to prepare a comprehensive plan amendment, zoning map amendment, and development code amendment package that provided a clear and objective path to development of a hospital designed to withstand a Cascadia event within the tsunami inundation zone, as well as potential additional hospital campus expansions.

The package was approved by Planning Commission and City Council, allowing the regionally-significant project to move forward.
