Winterbrook led a multi-disciplinary team of planners and scientists in the inventory of Goal 5 resources (wetlands, riparian corridors, wildlife habitats, scenic corridors, groundwater) and Goal 7 hazards (geologic and seismic, flood, wildfire, windthrow).
The inventory covered the entire 10,000-acre City limits of Damascus, a new city incorporated in 2004. Winterbrook developed and led the public outreach program that included a series of public workshops and forums, natural feature citizen advisory committee meetings, and City Council meetings and work sessions.
The City Council adopted the Goal 5 and Goal 7 inventories by resolution.
