Winterbrook worked with the Central Oregon Intergovernmental Council to obtain land use entitlements for the Central Oregon Ready, Responsive, Resilient (CORE3) facility.
This 300-acre facility near Redmond, Oregon will address a critical need for both a centralized public safety and emergency services training facility and a coordination center for emergency response operations. The CORE3 facility is the result of the efforts of 28 partner agencies, including local governments as well as state and federal agencies. In the event of a Cascadia Subduction Zone event, the facility would ensure the continuity of state governance functions.
Land use entitlements included ten separate applications across two jurisdictions, including an urban growth boundary amendment, master development plan, and comprehensive plan text amendment.
