Winterbrook Planning has partnered with the City of Pendleton on long-range planning, housing, environmental, and economic development projects that support sustainable community growth. Our work has included Economic Opportunities Analysis (EOA), Urban Growth Boundary (UGB) planning, buildable lands inventories, population forecasting, and comprehensive plan amendments to help guide future residential, commercial, and industrial development.
Goal 5 Natural Resource Planning
Winterbrook prepared a citywide inventory of Statewide Planning Goal 5 resources, including wetlands, riparian corridors, wildlife habitat, and other environmentally significant features. This work included extensive field investigations, mapping, public outreach, and preparation of a Local Wetland Inventory (LWI). Winterbrook also assisted with Comprehensive Plan and Zoning Ordinance amendments to implement Goal 5 protections while balancing future development opportunities.
Goal 7 Natural Hazard Planning
To support Statewide Planning Goal 7 compliance, Winterbrook prepared flash flood hazard mapping, slope hazard studies, and geologic analyses addressing areas with shallow bedrock and other constraints. These studies informed policy updates and development standards designed to improve long-term community resilience and reduce risk from natural hazards.
Housing and Periodic Review Services
Winterbrook also prepared Pendleton’s Housing Capacity Analysis (HCA), residential buildable lands inventory, and Housing Production Strategy to support housing affordability, housing choice, and long-term residential growth. Additional periodic review work evaluated downtown vitality, industrial land supply, historic resources, and protection of the Umatilla River corridor.
