Affordable Housing and Land Use Support with DLCD Grants
We’re working with cities like Sweet Home, Dayton, Happy Valley, Rainier, and Tangent through DLCD-supported grants to expand housing access and meet statutory planning goals. By developing Housing Production Strategies (HPS) and Housing Capacity Analyses (HCA), our team provides communities with actionable strategies and policies to address affordable housing needs.

Sustainable Growth in Ontario
In Ontario, our team has helped lay a strong foundation for future growth. A Housing Needs Analysis and Productivity Strategy was prepared with input from a diverse technical advisory committee, leading to comprehensive amendments to allow a wider variety of housing types at higher densities. This initiative added over 200 new dwelling units—nine times Ontario’s projected 20-year growth target. Additionally, our team secured a fast-tracked UGB amendment, enabling a large industrial project, and expanded Ontario’s Urban Reserve Area (URA) in collaboration with ECONorthwest, setting the stage for future residential and industrial development.

Creating a Compact Urban Form in Vernonia
Winterbrook supported Vernonia’s Urban Growth Boundary (UGB) adjustment, which “swapped” 37 acres of outlying forest land with 49 acres of rural land closer to schools and services. This strategic change preserves forest resources while encouraging compact, accessible development.

In Turner, our team completed a comprehensive code audit and updated zoning codes based on a recent Housing Needs Analysis. Key improvements include fee adjustments for accessory dwellings and refined annexation standards, helping streamline development.
