Turner Spotlight: Supporting Housing and Development in Turner, Oregon
Leading up to World Town Planning Day, Winterbrook Planning is highlighting our ongoing work to enhance livability and support growth in Oregon communities. Today, we’re featuring our on-call partnership with Turner, Oregon, where Jesse Winterowd and Grace Coffey spearhead both current and long-range planning services.
Winterbrook supports Turner’s current planning needs by offering on-call guidance to the City. We assist in clarifying land use processes, interpreting code requirements, and guiding applicants through their projects to ensure a smooth and transparent development process.
To meet Turner’s long-range planning needs, Winterbrook recently completed a comprehensive code audit and subsequent updates for Turner, implementing the Turner Housing Needs Analysis by ECOnorthwest. The updates aimed to make Turner’s development code more accessible and aligned with state laws. Key residential updates included waiving system development charges (SDCs) for accessory dwelling units, refining design standards, allowing duplexes outright in single-family zones, and revising the annexation section. Our work also involved preparing public notices, staff reports, and City Council testimony to support these changes. Unanimously adopted by the City, these updates create a streamlined, equitable code that supports housing access. Winterbrook is currently assisting Turner in updating its Comprehensive Plan and development code to accommodate the 2024 Turner Transportation System Plan prepared by DKS and MIG.
