Happy 3rd work anniversary to Grace Coffey
Winterbrook Planning is proud to recognize Senior Planner Grace Coffey on her third anniversary with our team. Over the past year, she has played a vital role in contract planning, entitlement work, long-range planning, and natural resource planning.
With expertise in GIS, zoning, development code analysis, and public engagement, Grace has made a meaningful impact in communities across Oregon.
Promotion to Senior Planner
This year also marked an exciting milestone in Grace’s career, her promotion to Senior Planner. She joined Winterbrook Planning as an Assistant Planner and quickly became a key team member. Her expertise, leadership, and problem-solving skills have been invaluable in tackling complex planning challenges.
Leading DLCD Housing Projects in Dayton, Tangent, and Rainier
As our newest Senior Planner, Grace has been at the forefront of Winterbrook’s work on three Department of Land Conservation and Development (DLCD) housing projects. These efforts help cities plan for long-term housing needs and comply with state regulations.
- Dayton Housing Project: Conducted a residential buildable lands inventory, reviewed updates needed for the housing element of the Dayton Comprehensive Plan, and led public engagement on middle housing and affordability.
- Tangent Urban Reserve Analysis: Assessed growth projections, land availability, and infrastructure capacity to shape the Urban Reserve planning process.
- Rainier UGB Swap Feasibility: Leading a study on a potential Urban Growth Boundary (UGB) land swap by assessing available residential land and potential expansion areas.
Expanding Expertise in Natural Resource Planning
Grace is always looking to expand her skill set. Recently, she completed PSU’s Basic Wetland Delineation course, an intensive five-day training on wetland identification and delineation.
This course provided hands-on experience in soil analysis, hydrology assessment, and vegetation identification. Her training enhances Winterbrook’s ability to integrate natural resource considerations into land use planning. It also strengthens Winterbrook Planning’s work in wetland protection, watershed management, and sustainable development.
Supporting tumwata village
Grace also worked with Ben Schonberger to help secure approval for the tumwata village master plan, a 23-acre site at Willamette Falls for the Confederated Tribes of the Grand Ronde. She assisted with the application, coordination with Oregon City staff, and public hearings, ensuring a plan that honors cultural heritage and supports sustainable development.
