DLCD-Funded Housing Projects in Oregon (2025–2027)

Winterbrook Planning is leading a broad portfolio of DLCD-funded housing projects in Oregon during the 2025–2027 grant cycle. This work supports communities statewide as they respond to changes in state housing law, remove regulatory barriers, and plan for future housing needs grounded in local conditions.

Development Code and Plan Updates

A large portion of Winterbrook’s DLCD-funded work focuses on development code and comprehensive plan updates. This includes conducting code audits, drafting amendments, supporting public engagement, and guiding projects through adoption. The goal is to ensure local regulations comply with state housing requirements and do not discourage needed housing through unnecessary cost or delay.

Housing Capacity Analyses

Winterbrook is preparing multiple Housing Capacity Analyses (HCAs) consistent with state law. This work includes Buildable Lands Inventories, analysis of recent development trends, evaluation of residential zoning capacity, and identification of policy options to meet state-provided Housing Need Allocations. Advisory committees and public engagement ensure technical findings align with on-the-ground experience.

From Analysis to Implementation

Beyond technical analysis, Winterbrook is supporting Housing Action Plans and Housing Production Strategies that help communities move from compliance to implementation. These projects combine regulatory audits, land supply analysis, and community input to create clear, actionable strategies that promote housing production, affordability, and choice.

Urban Growth Boundary Evaluation

DLCD-funded work also includes evaluating a potential Urban Growth Boundary swap, providing the technical analysis needed to assess feasibility and compliance with state law.

Across all DLCD-funded housing projects in Oregon, Winterbrook integrates technical expertise, public engagement, and adoption support—helping communities plan for housing that is achievable, compliant, and locally informed.
