Pendleton Housing Roundtable and Farmers Market Outreach
Winterbrook Planning’s Grace Coffey, AICP represented our team last week in Pendleton, for a day of public engagement supporting the DLCD-funded Pendleton Housing Production Strategy (HPS). Building directly on Pendleton’s adopted 2025 Housing Capacity Analysis (HCA), the HPS outlines specific actions the City plans to adopt over an 8-year cycle to encourage needed housing production, affordability, and choice.
Final Stakeholder Roundtable
Grace’s day began at City Hall, where she facilitated the third and final HPS Stakeholder Roundtable. Local leaders and partners reviewed Pendleton’s the preliminary HPS work and a package of 12 proposed actions covering three general categories:
- Regulatory Reforms
- Supply-Side Production
- Enabling Conditions
Farmers Market Tabling
Grace kept going throughout the afternoon, hosting a tabling booth at the Pendleton Farmers Market along with a Pendleton City Planner. We had interactive voting displays in English and Spanish, so residents could share their priorities for future housing, with weighing factors like affordability, build quality, sustainability, and proximity to shared amenities. With over 50 participants, Winterbrook gathered valuable feedback on the state of housing in Pendleton and residents’ preferences.
Winterbrook hosted an activity where residents could express their Pendleton housing preferences. Everyone received three regular pebbles and one golden pebble (representing the most important priority) to cast their votes based on how they think the following prompt phrase should be completed: “Over the next 20 years, new housing in this community should…”
With 49 participants, results from the activity are as follows:

Feedback from both events will directly shape the final HPS document as it moves toward formal adoption by the end of 2026.
Thank you to all the city staff, local community leaders and stakeholders, and market organizers who helped coordinate and host the events, as well as every resident who took the time to share their thoughts for the future of housing in Pendleton!
