At Winterbrook Planning, we’re proud to help Oregon communities plan for sustainable growth and an equitable future. Our recent projects highlight how data-driven planning and collaboration with local partners guide growth across the state.

Supporting Housing Across Oregon

Through DLCD housing grants, Winterbrook is helping cities address housing challenges and meet statewide planning goals. In Sweet Home and Happy Valley, we developed Housing Production Strategies that set measurable targets and outline clear steps to expand middle and multifamily housing. In Dayton, we’re preparing comprehensive plan amendments and a residential buildable lands inventory to support housing production and affordability, while in Tangent, our Urban Reserve analysis is shaping coordinated growth for the next 50 years. We also assisted Rainier in evaluating a potential Urban Growth Boundary swap to identify the most suitable areas for future housing.

Modernizing Local Codes

Winterbrook continues to lead development code updates across Oregon, helping communities modernize regulations and streamline review processes. In Turner, we updated the city’s code to implement its Housing Needs Analysis and guide growth in line with state requirements. In Astoria, we’re implementing the Waterfront Master Plan through zoning code updates that encourage mixed-use development and public access—while also supporting the Columbia Memorial Hospital expansion through coordinated plan, zoning, and code amendments. In Estacada, we completed a comprehensive code audit identifying over 100 targeted updates to improve clarity and compliance with state housing laws. Similarly, in Aumsville, we’ve advanced both long-range and current planning needs, including comprehensive plan and UGB amendments tied to the City’s Parks Master Plan. Winterbrook also supported Hermiston with a recent UGB expansion and code amendment package to accommodate future industrial growth.
