Winterbrook Planning has worked with Portland Community College (PCC) on several master planning and permitting projects over the years.

Rock Creek campus

Winterbrook worked with PCC’s Rock Creek campus on a major building expansion for new classroom and student services building, and later for space to expand dining, student activities, classrooms, and the bookstore. Secondary projects included a solar array, a caretaker dwelling, and secondary campus access to the public street network. These permits required multiple Washington County land use, environmental, and design reviews to permit specific buildings, and coordination with project architects, transportation experts, and civil engineers.

Years later, Winterbrook helped Portland Community College get approval for construction of a new barn and maintenance shop on its Rock Creek Campus. The new buildings replaced outdated structures that served the same function. The new barn has space for farm animals and learning areas to support PCC’s veterinary technician program. Winterbrook successfully argued to Washington County that the replacement was a non-discretionary review that could be approved administratively.

PCC Cascade campus

As part of a multi-disciplinary master planning team, Winterbrook worked closely with affected North Portland neighborhood associations and city staff to prepare an impact mitigation plan for PCC’s Cascade campus expansion. Neighborhood involvement addressed issues such as: the relationship of campus buildings to adjoining properties, traffic and parking impacts, limits of campus expansion, and pedestrian connectivity.
