Winterbrook Heads to the Coast for the 2026 OAPA Conference
The Oregon Chapter of the American Planning Association‘s annual conference kicks off in Seaside tomorrow, and Winterbrook Planning — a proud sponsor this year, again — will be there in force. Our Managing Principal, Jesse Winterowd, along with Keava Campbell and Dagny Daniel, will join other planners and Oregon industry leaders for three days on land use, housing, climate resilience, and community engagement.
It’s a fitting location: Winterbrook previously led Seaside School District’s UGB amendment, relocating its K-12 campus out of the tsunami inundation zone and onto higher ground.
Jesse is taking part in two panels this year:
Planning in Plain Sight: Capacity, Clarity, and Public Trust
Wednesday, September 16 | 2:45–3:45 PM
Jesse joins planners from Boardman, Lafayette, and Portland, plus two tech founders, to discuss why public trust in planning is harder to earn than ever.
Growing Pains: UGB Expansion under Oregon’s New Rules
Thursday, September 17 | 8:30–9:45 AM
Jesse joins DLCD, City of Rainier, and City of Sisters reps to unpack what’s changed for cities working through Urban Growth Boundary amendments.

We’re also glad to see friends at ECOnorthwest recognized: Bob Parker brings us Wednesday’s keynote, “Weighing Anchor: A Case for Subtraction in Oregon Planning,” and Beth Goodman will be honored as a 2026 award recipient on Thursday. Congratulations, Beth!
See you on the coast!
