Keava Campbell is a Planner at Winterbrook Planning, where she brings a strong blend of technical expertise and a deep passion for sustainable development. Her focus lies in enhancing community livability, driven by her ability to engage with stakeholders and navigate complex planning environments. Keava’s strengths include her proficiency in using and producing visual tools and research across a wide range of jurisdictions for varied clients, as well as her ability to manage high-volume, multifaceted planning applications.

Keava Campbell’s career path is rooted in a strong technical foundation and a passion for the social aspects of urban development. She began at Oregon State University, earning dual Bachelor of Science degrees in Civil Engineering and Sustainability, where she developed her skills in problem-solving and sustainable design, and graduated Summa Cum Laude in both degrees. As she finished school, she worked her way from intern to full-time Structural Design Technician at DOWL Engineers, where she broadened her knowledge of the engineering processes, materials, and drafting.
Realizing her interest in the broader impacts of infrastructure, Keava pursued a Master’s degree in City Planning and Design at Queen’s University Belfast. There, she deepened her understanding of development and focused on creating sustainable, livable communities. Her master’s thesis, which developed a toolkit for community groups to enhance local spaces, showcased her commitment to grassroots planning.
After graduating, Keava joined WHP Telecoms Ltd as a Town Planner, managing telecommunications planning applications across the UK. Her work involved navigating statutory planning documents, engaging with stakeholders, and leading significant rural development projects. Now at Winterbrook Planning, Keava brings her diverse experience to her new role, eager to tackle fresh challenges and contribute to the team.
Outside of work, Keava is an avid outdoors enthusiast who loves exploring the beautiful Pacific Northwest through hiking, backpacking, and biking around town. She also enjoys cooking and baking, and is looking forward to reconnecting with Portland’s vibrant music scene. A dedicated traveler, Keava has explored much of Europe and is excited to continue discovering new places locally.
Representative Projects:
Land Use Permitting
Since joining Winterbrook, Keava has worked on a number of complex permitting applications across the state. In Florence, Oregon, she prepared a Type III design review application to allow an 86-unit hotel to meet client needs while aligning with the City’s Comprehensive Plan objectives. Locally, she prepared a permit application for new swimming pool facilities at Waverley Country Club in Portland, requiring her to address multiple overlay zones and to assess impacts from new development. Permitting tasks across projects include working with jurisdiction staff, making representations before hearing bodies, and coordinating with developers, architects, civil engineers, environmental scientists, and other design team members.
Redmond CORE3
Keava is a part of multiple project teams assisting the Central Oregon Intergovernmental Council (COIC) in the development of the Central Oregon Ready, Responsive, Resilient (CORE3) facility. The CORE3 facility aims to address the critical need for centralized public safety training and a coordination center for emergency response operations. Keava’s involvement has included assistance with site preparation, including a variance application to progress towards final plat and land use guidance on goal exception approaches to best utilize the project site. Additionally, she is assisting with the complex permitting process as the project transitions into design development. This has included drafting a permitting memo to outline the most significant code constraints that may impact the design and attending design meetings to bring a land-use perspective. She will continue to assist the project team through completing the land use process. The CORE3 project is multifaceted and involves tracking numerous requirements to meet the needs of the City, County, and clients.
