    Keava Campbell is an Associate Planner at Winterbrook Planning, where she combines technical expertise with a passion for sustainable development. Her strengths include managing and streamlining complex planning applications, coordinating with clients and jurisdictions, and conducting GIS analysis. Since joining Winterbrook, she has specialized in permitting and contract planning for a range of public and private organizations, with a focus on public interest projects.

    Often people think of planning in an urban context first; however, we need our rural communities, and I find working in varied communities across the State especially gratifying.

    Keava’s career is built on a strong technical foundation paired with a deep interest in the social dimensions of urban and rural development. She earned dual Bachelor of Science degrees in Civil Engineering and Sustainability from Oregon State University, where she honed her skills in problem-solving and sustainable design. While in college and after graduating, she worked as a structural designer, gaining experience with engineering processes, materials, and drafting. Motivated to explore the broader impacts of infrastructure, Keava pursued a Master’s degree in City Planning and Design at Queen’s University Belfast. There, she deepened her expertise in sustainable and community-driven development. She then remained in Ireland to work as a Town Planner for WHP Telecoms Ltd, where she led planning efforts for a major rural development project requiring extensive stakeholder engagement and detailed project management.

    Now at Winterbrook Planning, Keava draws on her diverse background to tackle new challenges and make meaningful contributions to planning in her home state.

    In her free time, Keava enjoys running, cooking, reading, traveling, and going to concerts!

    Representative Projects:

    Redmond CORE3
    Keava has supported multiple project teams assisting the Central Oregon Intergovernmental Council (COIC) in developing the CORE3 facility, a regional public safety training center and emergency response hub. Her work has included site preparation efforts, such as supporting a variance application to advance the final plat, and providing land use guidance on goal exception strategies to optimize site use. As the project advanced into design development, she helped navigate a complex permitting process by providing guidance on key code and site constraints, participating in design meetings to ensure land use needs were met, and coordinating with City of Redmond staff to address challenging standards. Keava continues to support the team by tracking the submitted land use application through the City’s review process and collaborating with the City to ensure a smooth review. Keava also continues to coordinate with City, County, and client stakeholders to help ensure successful project delivery.

    DLCD Housing Planning Assistance
    Keava is currently working on several DLCD Housing Planning Grant Assistance projects for cities across the state. These projects include a variety of efforts, such as Housing Capacity Analyses (HCAs), code updates, and a custom housing action plan that provides guidance for future housing and infrastructure projects. For the HCAs, Keava is using GIS to prepare several buildable land inventories and residential land needs analyses, while also assessing measures jurisdictions could implement to increase housing opportunities in their cities. For the code updates, Keava is auditing cities’ codes and recommending necessary amendments to ensure jurisdictions comply with recent changes to housing legislation. Keava will support the adoption process of these code updates to ensure their successful implementation. Winterbrook’s work across these grants allows cities to work towards meeting their housing production targets, while providing housing opportunities that best meet their community’s needs.

    Land Use Permitting
    Since joining Winterbrook, Keava has worked on numerous complex permitting applications across Oregon. Example projects include:

    • Alteration of a Nonconforming Use (Portland): Secured approvals for new swimming pool facilities at Waverley Country Club, addressing multiple overlay zones and evaluating impacts of new development.
    • Conditional Use (Benton County): Led a permit application for a mountain bike park, providing an in-depth analysis of impacts on neighboring uses and ensuring compliance with County Code while addressing City of Corvallis considerations given the site’s fringe location.
    • Design Review (Florence): Prepared an application for an 86-unit hotel, balancing client objectives with the City’s Comprehensive Plan policies and code standards.
    • Special Purpose District Reviews (Gresham): Coordinated a consolidated permit for a replacement transmission corridor, requiring detailed analysis of multiple intersecting environmental overlays. Keava worked with the team to refine the submission so it could be reviewed as a consolidated Type I review, saving the project team time and resources.

    Across these projects, Keava’s responsibilities have included coordinating with jurisdiction staff, representing applications before hearing bodies, and collaborating with developers, architects, engineers, environmental scientists, and other design professionals to advance projects.
