Winterbrook developed a tree grove inventory and assessment methodology and completed a comprehensive inventory of tree groves in the City of Tigard. Winterbrook prepared inventory data forms, grove maps, and a report summarizing the data and findings. Winterbrook also participated in public workshops to review the draft inventory, development scenarios, policy options and potential incentives for tree grove protection. Winterbrook then prepared a Goal 5 ESEE analysis and Executive Summary, and worked with City staff to develop a Tree Grove Preservation Program with incentive-based code amendments. Code amendments were adopted.

The following year, Winterbrook completed the tree grove inventory and analysis for the recently-annexed River Terrace area.
