Winterbrook worked as contract staff augmentation for Columbia County in order to prepare code updates, staff reports, hearing presentations, and general planning guidance and assistance.

Winterbrook’s work with the County included restructuring a problematic and internally inconsistent element of Columbia County’s Goal 5 (Natural Resources) program, including associated Comprehensive Plan and Development Code updates; preparing staff reports and hearings testimony at Planning Commission and Board of Commissioners for a major and controversial development project, and preparing a minor code update for statutory consistency.
