Construction is progressing on the Multnomah Village multi-dwelling development, a thoughtfully planned community that is bringing 25 detached single-family homes to a 4.57-acre site in Southwest Portland.

Approved through the City of Portland’s planned development process, the project balances new housing with environmental protection. The Scotia Western States Housing development includes common open space, private driveways, and easements for public street access and stormwater management. Through Environmental Review and strategic planned development modifications, the project team successfully preserved the site’s designated resource area while meeting housing goals.

The project was approved by the City of Portland Hearings Office with the full support of City staff. A robust public engagement process—including eight neighborhood meetings—resulted in strong local support.

The Multnomah Village Neighborhood Association submitted no opposing testimony, underscoring the project’s alignment with community values.
