Insights from Chiloquin’s farmers market and Chiloquin Connects

Winterbrook Planning’s own Keava Campbell and Morgan Snyder spent a full day in Chiloquin, connecting with residents at a couple local events: the morning farmers market and the evening Chiloquin Connects.

These outreach efforts support the City of Chiloquin’s DLCD-funded Housing Capacity Analysis (HCA). An HCA is a state-guided study helping small Oregon cities evaluate their residential land supply, engage local stakeholders (including tribes), and implement changes by drafting comprehensive plan updates, code amendments, and adoption materials.

HCA Insights & Community Feedback

Keava and Morgan walked residents through early HCA results and how the Buildable Lands Inventory (BLI) filters out constrained land within city limits and the Urban Growth Boundary (UGB) to determine true buildable capacity. We also shared how State-allocated housing needs are broken down across income levels so the City can plan for balanced housing choices.

Through hands-on voting activities and open discussions, community members shared clear feedback on local priorities:

  • Affordability & Quality First: Financial accessibility emerged as the top priority, with residents emphasizing that affordable options must also be durable, high-quality, and well-maintained.
  • Environmental Compatibility: Sustainable construction that respects Chiloquin’s natural beauty and surrounding ecosystems ranked high among community priorities.

Looking Ahead

With the BLI complete, our team is heading into the Residential Land Needs Analysis (RLNA) phase this fall. Local insights from these events ensure that as we draft final strategies for adoption in December 2026, our recommendations work with the types of housing Chiloquin residents want to see.
