Happy 4-Year Work Anniversary to Grace Coffey

Congratulations to Grace Coffey on 4 years with Winterbrook Planning!

Since joining the team, Grace has become an important part of Winterbrook’s planning practice, bringing thoughtful analysis, technical expertise, and a strong commitment to creating more equitable and sustainable communities.

Grace is one of Winterbrook’s two Senior Planners and one of several AICP-certified planners on our team. She specializes in housing planning, GIS and spatial analysis, development code research, and community engagement. She holds a Master of Urban and Regional Planning from Portland State University and a Bachelor of Arts in Urban Planning and Sustainable Development from Western Washington University. At Winterbrook, she works on a wide range of projects across Oregon, helping cities and clients navigate complex regulatory frameworks and plan for responsible growth.

Grace at Smith Rock State Park

Smith Rock Welcome Center Land Use Review
Grace has supported the implementation of the Smith Rock Master Plan, helping guide land use review for the new Welcome Center, expanded trail system, and related infrastructure improvements. Her work includes coordinating with Oregon Parks and Recreation Department and Deschutes County while helping the design team navigate local, state, and federal regulatory requirements.

Estacada On-Call Planning and Code Audit
Grace also provides on-call planning support for the City of Estacada, assisting with land use applications, coordinating with City staff and stakeholders, and contributing to development code review and updates as the community plans for continued growth.

Tigard Tree Grove Inventory
In Tigard, Grace has contributed to natural resource planning for the future 500-acre neighborhood, including work on tree grove inventory and mapping that will help guide long-term environmental protection as the area develops.
