Happy 1-Year anniversary to Keava Campbell

Congrats to Keava Campbell on her first year with our team. In just twelve months, Keava has brought her technical expertise, strong communication skills, and passion for sustainable development to a wide range of projects across Oregon.

Keava quickly became a trusted team member on complex permitting and contract planning efforts. She also achieved an important professional milestone this year, becoming an AICP Candidate as she advances toward certification with the American Planning Association.

Two project highlights from her first year reflect both her technical range and collaborative approach:

Hermiston Urban Growth Boundary Project – Keava worked closely with the City of Hermiston and project engineers to develop the Public Facilities Plan supporting an urban growth boundary amendment. Her work ensured that future hyperscale data center growth can be supported by reliable public services and infrastructure planning.

CORE3 Emergency Services Facility in Redmond – Keava has supported the Central Oregon Intergovernmental Council (COIC) in developing the Central Oregon Ready, Responsive, Resilient (CORE3) facility, a regional hub for public safety training and emergency coordination. She has assisted with site preparation, advanced permitting through variance applications, and provided land use guidance on complex code and goal exception issues. As the project moved into design, she prepared permitting guidance, participated in design meetings, and worked with City of Redmond staff to resolve challenging standards. Keava continues to support the project team, drafting the land use application package and coordinating across multiple agencies to keep this multifaceted effort on track.

As Keava enters her second year with Winterbrook, we’re excited to see her continue to grow as a planner, deepen her expertise, and bring thoughtful solutions to communities across Oregon. Congrats Keava!
