Winterbrook developed a plan for re-opening of Rice and Applegate Schools to accommodate the relocation of existing special education programs. This involved close work with project designers, transportation consultants, and city staff, and meetings with neighborhood associations and parents.

Humboldt Elementary

Winterbrook completed a detailed study of an inner-city Portland elementary school and its surrounding neighborhood. The report focused on the relationship between enrollment changes at the school and the impact of infill housing. This analysis looked at demographics, real estate trends, transfer policy, and buildable lands. The report quantified enrollment changes from new housing, and identified key vacant sites for development. The report also reviewed the potential for infill under the existing zoning code and included graphical representations of infill development concepts.

James John Elementary

As part of a pro-bono community project, Winterbrook developed a conceptual master plan for the James John Elementary School in North Portland. Winterbrook’s plan changed the industrial feel of a school campus dominated by more than two acres of asphalt. The design included an arts plaza, intergenerational community garden, and play environments incorporating student-made art and story mosaics. Early phases of the project were awarded implementation grants, including a $110,000 Oregon Community Solutions grant and several local grants. Winterbrook subsequently led the design process for the Lombard Street section of the plan.

Maplewood Elementary

As an on-call consultant for land use issues, Winterbrook worked with PPS to expand Maplewood School in Southwest Portland. The project involved siting a two-classroom modular building on the existing school campus.

NE Holman Site Evaluation

Winterbrook Planning did a feasibility analysis about using the campus of now-defunct college in Northeast Portland for school district administration, or other uses. The research explored use interpretations, zone changes, and different review processes.

Terwilliger School

Winterbrook evaluated an existing school site for Portland Public Schools, in the context of a possible relocation of a new program into the existing building. This review required an evaluation of proposed use categories and potential nonconforming upgrades, discussion with city staff, and detailed review of the site’s land use permit history.
