Based on Winterbrook research related to the 1997 North Harbour Type III master plan approval and nine related land use decisions, BDS allowed a 264-unit apartment structure off North Marine Drive to be reviewed through a Type II process. Winterbrook worked with Leeb Architects to prepare the design review application approved in December, 2015.
