Winterbrook obtained approval to expand and renovate a large high school in Multnomah County, based on a bond measure passed in 2016. The construction included a new classroom addition, a completely rebuilt parking and circulation areas, and a new stadium grandstand. In addition, Winterbrook worked through an Oregon statewide planning goal exception to extend sewer to the school site, which was beyond the Metro urban growth boundary. Finally, Winterbrook applied for a Community Service Use and Significant Environmental Concern permit to allow development of the sewer line.

Deep Creek Elementary

Winterbrook led the land use permitting for the expansion of an existing school building located outside the regional urban growth boundary. The project, a nonconforming use expansion, also required analysis of potential impacts to adjacent agricultural land. Working with Clackamas County also involved developing a site layout and taken into consideration engineering issues like septic capacity and stormwater management. The expansion was approved and built by the school district.

East Gresham Elementary

Winterbrook led land use permitting tasks for approval of a new school in Gresham as part of the 2016 Gresham-Barlow School Bond. Project improvements included an 80,000 square-foot, 2-story building, new playfield and playground areas, a 104-stall parking lot, a separate bus loading/unloading area, and a lot line adjustment. The approved site plan works around an existing building, which will then be demolished for the new school’s parking lot. The approval process required adjustments to parking standards and an “alternative buffer” next to abutting development.

Hall and Hollydale Elementary

Winterbrook led land use permitting tasks for two similar school expansions in Gresham: Hall and Hollydale Elementary Schools. Each school will get a six-classroom addition to relieve overcrowding and provide additional educational space, consistent with the 2016 Gresham-Barlow School Bond. New site plans add landscaping and improve site circulation around and within the buildings. Hall Elementary’s plan also adds a bus loop to improve student safety at pick up and drop off. Both schools are adjacent to city parks that are integrated into the site plans.
