Conditional Use Affirmed at Bull Run Treatment Facility

Major Milestone Reached

On June 30, the Multnomah County Hearings Officer reapproved the full package of land use applications for Bull Run Water Filtration Facility. The project’s multiple Conditional Use, Environmental, Geologic, and Design Review applications were originally approved in 2023 and then appealed to the Land Use Board of Appeals (LUBA).

LUBA upheld the approval on all but one issue related to a natural resource criterion, sending the case back to the County to resolve that issue. The County’s new, 278-page approval allows construction to resume and brings Portland one step closer to compliance with EPA regulations and ensuring clean and safe drinking water for the Portland region for generations to come.
