Winterbrook Planning celebrates 25 years!

Today, Winterbrook Planning marks 25 years in business!

Founded in 2001 by Greg Winterowd and Tim Brooks, Winterbrook Planning was built around an integrated approach to land use and environmental planning, helping clients navigate complex regulatory frameworks while balancing community goals, development objectives, and stewardship of natural resources.

Over the past quarter century, Winterbrook has partnered with cities, counties, public agencies, nonprofits, institutions, and private clients across Oregon and the Pacific Northwest on projects that shape communities and landscapes at every scale.

Our work has included land use permitting for schoolsparks, housing, public facilitiesinfrastructure, and private development projects. We have guided clients through conditional use, design review, master planning, environmental review, and complex local, state, and federal permitting processes.

Environmental and natural resource planning has been a core part of Winterbrook’s work from the beginning. Across the region, we have helped communities and project teams address wetlands, habitat, riparian corridors, trees, natural hazards, watershed planning, restoration, and environmental policy development. Our team has worked to create solutions that protect natural systems while supporting resilient communities and successful projects.

Winterbrook has also worked closely with local governments on growth management, housing, and long-range planning efforts — preparing comprehensive plans, development code updates, urban growth boundary amendments, community resource planning, and policy frameworks designed to help communities plan thoughtfully for future growth.

Beyond these core practice areas, our work has included community engagement, GIS mapping and analysis, feasibility studies, government relations, contract planning, and hands-on project management across a diverse range of public and private initiatives.

This milestone reflects the people who have shaped Winterbrook’s first 25 years: our staff, clients, agency partners, consultants, collaborators, and communities. We are grateful for the trust, creativity, and collaboration that have defined our work and allowed us to contribute to meaningful projects throughout the Pacific Northwest.
