Winterbrook provided pro-bono services to the Oregon Harbor of Hope to lead the land use planning and regulatory compliance process for the River District Navigation Center at the Broadway Bridge.

This is the first navigation center in the Portland area. When it opened in 2019, it began providing temporary shelter for 100 homeless individuals and navigational assistance to social service programs such as mental and medical health, housing placement and job training.

Winterbrook’s design review application was approved by City and received unanimous support by the Portland Design Commission on appeal.
