Keava Campbell promoted to Associate Planner
Winterbrook Planning is happy to announce Keava Campbellās well-earned promotion to Associate Planner!
Since joining the team, Keava has quickly established herself as a key contributor and has earned her AICP certification, increasing our total to six AICP-certified planners. Her background in civil engineering and planning, along with international experience in Ireland and New Zealand, gives her a well-rounded perspective on complex land use challenges.

In just six months, Keava has taken on an important role in permitting and contract planning work across Oregon. She is known for her ability to navigate complex applications, coordinate across project teams, and provide clear, practical guidance to clients and jurisdictions.
Project Highlights
CORE3 Emergency Services Facility in Redmond
Keava has played a key role supporting the Central Oregon Intergovernmental Council (COIC) on the CORE3 facility. Her work includes assisting with site preparation, providing land use guidance on goal exception strategies, coordinating with the City of Redmond, and supporting the land use application process as the project moves through review.
DLCD Housing Planning Assistance Projects
Keava is also contributing to multiple DLCD-funded housing projects across Oregon. Her work includes preparing buildable lands inventories, conducting housing capacity analyses, and auditing development codes to ensure compliance with state housing requirements. These efforts help cities plan for growth and expand housing opportunities.
