Dagny Daniel is a Planner at Winterbrook Planning with a passion for equitable, community-centered planning and Oregon’s innovative land use system, where zoning and comprehensive planning work in tandem. She is motivated by helping communities shape their own futures through meaningful engagement, thoughtful policy, and creative problem-solving. With experience in housing policy, land use planning, and community outreach, Dagny brings a strong analytical mindset and a commitment to elevating community voices in every project.

Dagny earned her Bachelor of Arts in Anthropology from the University of Oregon’s Robert D. Clark Honors College. She later earned her Master of Urban and Regional Planning from Portland State University, focusing on land use, affordable housing policy, and community development.
During graduate school, Dagny volunteered with Housing Land Advocates, reviewing Housing Production Strategies and Post-Acknowledgment Plan Amendments for communities across Oregon. She also completed an internship with the City of Newport, where she contributed to infrastructure planning, community engagement, and long-range policy initiatives.
Outside of work, Dagny enjoys reading fiction, watching classic horror movies, camping, crocheting, attending Portland Pickles baseball games, and spending time with her cat, Chihiro.
Representative Projects:
Cathedral Park Community Strategic Action & Implementation Plan — As Project Manager for her Portland State University capstone, Dagny led a multidisciplinary team in developing a Strategic Action Plan for Portland’s Cathedral Park Neighborhood Association. Through existing conditions analysis and equitable community engagement, the team created recommendations addressing housing, transportation, land use, economic development, and community resilience. The Cathedral Park Neighborhood Community Plan provides practical tools to help the neighborhood advocate for its future priorities.
Housing Production Strategy & Post-Acknowledgment Plan Amendment Review — Jesse has worked for over a decade assisting PWB with several complex land use permitting approvals in Portland, Multnomah County, and Clackamas County for critical elements of the water system that will help ensure clean, safe, and continuing water supply to about 1 million people in the Portland Metro region.
Cottage Grove Urban Agriculture Development Code Update Proposal — For a graduate land use implementation project, Dagny developed a proposed code update for the City of Cottage Grove to expand opportunities for community supported urban agriculture. By reviewing existing regulations and recommending improvements, she created policies that support community gardens, home food production, and greater access to fresh food while demonstrating her attention to detail and understanding of land use code.
