Winterbrook Planning worked with Scotia Western States and Steelhead Architecture to prepare a successful land use application package, including five adjustments, to redevelop a topographically-constrained site in Southwest Portland near OHSU. The approved project replaces single-floor retail with a mixed-use building including ground floor retail, 46 units, and subsurface parking.
